The US Social Security rate for employees is the portion of earnings withheld from an employee’s paycheck to finance the OASDI and HI programs. This rate is set by law and contributes directly to the Social Security and Medicare trust funds. In some years, the effective rate paid by employees may be lower than the trust fund rate, with the shortfall covered by general revenue.
