US Dollar Plunges on Larger Treasury Buyback

2026-08-19 13:58 By Andre Joaquim 1 min. read

The US dollar index fell to 99 on Wednesday, the lowest since late May, after the US Treasury announced it would double its long-term buyback program.

The department raised the maximum Treasury security buyback amount to $4 billion on the period to November 4th.

The move signaled that the US Treasury would be willing to actively intervene on the bond market to cap long-term yields, raising the outlook of dollar liquidity in the global financial system from the Treasury General Account.

Such measures were in line with earlier efforts to limit the surge in long-dated bonds globally, which often drive foreign companies to sell their dollar holdings to support their currency.

Japan and the US had recently intervened in foreign exchange markets, driving the dollar index to plunge, and Treasury Secretary Bessent called for higher limits to the Federal Reserve's FIMA facility for foreign countries to have dollar liquidity without having to actively intervene in foreign exchange markets.

Dollar Slips Ahead of FOMC Minutes
The dollar index fell to around 99.5 on Wednesday, resuming its decline as investors turned their attention to minutes from the Federal Reserve’s July meeting for fresh clues on the monetary policy outlook. The Fed left interest rates unchanged last month, although three officials dissented in favor of a rate hike, with traders looking for more details on the division within the central bank. Markets currently see a 65% chance that policymakers will keep rates unchanged in September following a string of weak US economic data, while expectations for a rate increase later this year have also faded. Investors will also watch Chairman Kevin Warsh’s remarks at the Fed’s annual Jackson Hole symposium later this month, where he could seek to reassure markets amid a global bond selloff. Elsewhere, the 30-year US Treasury yield reached a 19-year high this week, while sovereign yields across other major economies also climbed to their highest levels in decades.

Dollar Pressured by Easing Fed Hike Bets
The dollar index traded around 99.5 on Tuesday, hovering near two-month lows as traders scaled back expectations for a Federal Reserve interest rate hike this year following a run of weak US economic data. Data released last week showed US retail sales and consumer sentiment declined, while inflation readings remained subdued. Markets now expect the Fed to hold policy steady in September and are no longer fully pricing in a rate increase by year-end, unlike just a week ago. Investors are also looking ahead to the minutes of the Fed’s July meeting and Chairman Kevin Warsh’s remarks at the annual Jackson Hole symposium for further clues on the policy outlook. Meanwhile, traders remained wary of inflation risks as prospects for a new agreement between the US and Iran dimmed after President Donald Trump said he was not interested in extending the interim peace deal.
