The S&P Global Flash UK Services PMI fell to 50.5 in November 2025 from 52.3 in October, missing market estimates of 52, a flash estimate showed.
This marked the 7th straight month of growth in the sector, though expansion was only marginal and the slowest in the ongoing streak.
New work fell for the first time since July, amid client caution ahead of the November Budget.
At the same time, there was a notable reduction in staffing levels compared to prior survey period.
Reports suggested that many companies chose not to replace employees who left, responding to weaker demand and uncertainty over policy, and instead focused on technology investments.
Higher salary pressures were also cited.
On the price front, output inflation eased notably due to competitive pressures, despite rising costs.
Lastly, business activity expectations moderated from October's 12-month peak, as worries lingered regarding soft consumer demand, ongoing economic and political uncertainties, and rising costs.
