China Creates 12.1 Million Urban Jobs in First 11 Months

China created 12.1 million urban jobs in the first 11 months of 2025, meeting its full-year target of over 12 million a month ahead of schedule, the Ministry of Human Resources and Social Security data showed on Tuesday.
During the period, the average surveyed urban unemployment rate was 5.2%, better than the annual target of about 5.5%.
Meanwhile, the unemployment rate for rural migrant workers stood at 4.4%, lower than the national average.
In November alone, the surveyed urban unemployment rate held steady at 5.1%, marking the lowest level since June.
Among the locally registered labor force, the unemployment rate was unchanged at 5.3%, while the rate for the migrant labor force also remained steady at 4.7%.
