The number of building permits issued in Serbia fell 2.9% year-on-year to 3,511 in October 2025, following a 3.1% increase in the previous month. Of these, 86.8% were for buildings and 13.2% for civil engineering constructions. For buildings, 85.5% of permits were for residential and 14.5% for non-residential buildings. Among civil engineering works, 77.3% concerned pipelines, communication, and electric power lines. Construction of 4,291 dwellings with an average floor space of 70.1 m² was recorded, including 9.2% in single-dwelling buildings, and 89.6% in buildings with three or more dwellings. The anticipated value of new construction works reached 88.0% of total, highest in Beogradska oblast (54.8%), followed by Šumadijska (21.9%) and Sremska (5.3%).

Serbia Building Permits Rise 3.1% YoY in September
The number of building permits issued in Serbia rose by 3.1% year-on-year to 2,961 in September 2025, following a 1.4% drop in the previous month. Of the total permits issued, 85.6% were for buildings, while the remaining 14.4% were for civil engineering construction. When only buildings are concerned, 86.1% of permits were issued for residential buildings, and 13.9% for non-residential ones. As for civil engineering projects, the majority (77.8%) were for pipelines, communication, and electric power lines. Meanwhile, new construction works accounted for 90.1% of the total anticipated value of works, with the highest level of activity expected in the Beogradska region (65.4%), followed by Južnobanatska (10.6%), Rasinska (5.4%), Južnobacka (3.3%), and Raška (3.0%).
