The number of tourist arrivals in Montenegro fell by 7.9% year-on-year to 36,079 in December 2025, following a 13% decline in the previous month. Foreign tourists accounted for the majority of overnight stays in collective accommodation, representing 78% of all nights, while domestic tourists made up 22%. The largest share of tourists came from Europe (80.5%), with notable numbers from Serbia (27%), Albania (16.9%), and Bosnia and Herzegovina (8.1%). Outside Europe, key markets included China (including Hong Kong) (8.1%), Israel (2.8%), and the United States (2.4%).
