Serbia Building Permits Fall in October

The number of building permits issued in Serbia rose 10.8% year-on-year to 2,948 in December 2025, after a 3.1% drop in the previous month. Of the total, 83.4% were for buildings and 16.6% for civil engineering projects. Within the buildings category, 83.7% of permits were for residential construction and 16.3% for non-residential projects. Among civil engineering works, 73.7% were for pipelines, communication, and electric power lines. Permits were issued for the construction of 5,705 dwellings, with an average floor area of 71.2 m², including 6.8% in single-dwelling buildings and 92.2% in buildings with three or more dwellings. The anticipated value of new construction works accounted for 90.4% of the total estimated project value, with the largest share recorded in Beogradska oblast (42.5%), followed by Severnobacka (8.7%), Pirotska (6.7%), and Južnobacka (6.3%).

Of the total, 83.2% were for buildings and 16.8% for civil engineering constructions. Within buildings, 84.4% of permits were for residential construction and 15.6% for non-residential. Among civil engineering works, 73.3% related to pipelines, communication, and electric power lines. Construction of 4,451 dwellings was recorded with an average floor space of 62.4 m², including 7.0% in single-dwelling buildings, and 92.4% in buildings with three or more dwellings. The anticipated value of new construction works reached 92.4% of the total, highest in Beogradska oblast (61.6%), followed by Južnobacka (6.3%) and Pomoravska (4.3%).

The number of building permits issued in Serbia fell 2.9% year-on-year to 3,511 in October 2025, following a 3.1% increase in the previous month. Of these, 86.8% were for buildings and 13.2% for civil engineering constructions. For buildings, 85.5% of permits were for residential and 14.5% for non-residential buildings. Among civil engineering works, 77.3% concerned pipelines, communication, and electric power lines. Construction of 4,291 dwellings with an average floor space of 70.1 m² was recorded, including 9.2% in single-dwelling buildings, and 89.6% in buildings with three or more dwellings. The anticipated value of new construction works reached 88.0% of total, highest in Beogradska oblast (54.8%), followed by Šumadijska (21.9%) and Sremska (5.3%).
