Russia’s Budget Balance Swings to Deficit in Jan-Sept

The Russian Federal Government posted a budget gap of RUB 3.8 trillion in the January-September period of 2025, or 1.7% of the GDP, compared to a surplus of RUB 0.2 trillion during the same period in 2024, according to preliminary data from the Finance Ministry.

The figure was below the government’s new 2025 target of 2.6% of GDP, raised from 1.7% in draft budget documents submitted to parliament last month.

Total government spending jumped 19.5% year-on-year to RUB 30.7 trillion, while revenues increased at a much slower 2.5% to RUB 26.9 trillion.

The Russian federal government posted a budget deficit of RUB 3.449 trillion in January-February 2026, or 1.5% of the GDP, up from RUB 2.701 trillion in the same period a year ago, according to preliminary estimates. Federal revenues slipped by 10.8% year-on-year to RUB 4.767 trillion while expenditures rose by 5.8% to RUB 8.216 trillion.
