The Belgian Health Index is a consumer price index that excludes alcohol, tobacco, petrol, and a number of "unhealthy" products. Despite its name, the Belgian Health Index is not a measure of healthcare costs. Instead, it is a specific legal index derived directly from the main Consumer Price Index (CPI). It was introduced by the Belgian government in 1994 to prevent a "wage-price spiral." Because Belgian wages, public pensions, and rents are automatically tied to inflation (indexation), the government wanted to ensure that if taxes on "unhealthy" items went up, it wouldn't automatically trigger a mass increase in wages across the country.
