It was the lowest reading since April but remained above its long-term average of 100. The decrease was primarily attributed to marked drops in the balances of opinion business managers had on past production (12 from 21 in August) and foreign order books (-19 from -11). Personal production expectations also diminished markedly (19 from 24), which contrasted with higher general production expectations (23 from 16) and workforce size (10 from 8).
